EDHE 7790 - Finance and Budgeting in Higher Education


This course provides an overview of the finance and budgeting issues of higher education mainly in the U.S. The course has two major components: Finance and Budgeting. The Finance part introduces economics concepts and theories and applies them to higher education finance, and then examine the roles of federal and state governments and individuals in financing higher education. The Budgeting part compares various budgeting models and develops student practical skills relevant to institutional budgeting, especially the responsibility centered budgeting model. Additionally, the course covers the trends of world higher education finance. This course is intended primarily for graduate students in higher education and student affairs, educational studies, public policy and administration, and other related fields.

Learning Outcomes:
  • Students will be able to describe basic economic theories and concepts applied in higher education finance and budgeting and relate them to education practices.
  • Students will be able to analyze the factors driving college costs and prices and illustrate the causes and consequences of the changing affordability of a college education.
  • Students will be able to examine the role of federal/state governments and individuals in financing higher education in the United States.
  • Students will be able to evaluate the impact of prices (e.g., tuition) and subsidies (e.g., financial aid) on students, access, choice, equity and persistence behaviors.
  • Students will be able to describe academic capitalism theory and use the theory to explain the changes in institutional budgeting.
  • Students will be able to describe the current budgeting model at Ohio University and explain the differences of various budgeting models.
  • Students will be able to evaluate and be updated with the finance and budgeting issues of community colleges.
  • Students will be able to describe the general trend of world higher education finance.
