EDHE 7880 - Policy Perspectives in Higher Education


Provides a context for the study of higher education policy and the policy-making process at the national and state level in the United States. It provides students with an overview of the role of federal government, state governors, legislatures, governing and coordinating boards, non-government agencies, lobbyists, and “the public” as they contribute to public policy for postsecondary education. Specifically, emphasis will be given to policy research, policy analysis, the roles of values and interest groups, equality of educational opportunity, systemic reform and implementation, and the politics of education.

Learning Outcomes:
  • Articulate major higher education policy issues in the U.S.
  • Delineate appropriate steps or methodologies in post secondary policy research, policy analysis, development, and implementation.
  • Describe and explain definitions and terms relevant to public policy and higher education.
  • Distinguish among the roles for federal, state, and local jurisdictions over higher education.
  • Explain how the federal government and state governments interact with colleges and universities public and private.
  • Identify major stakeholders and special interests in higher education.
